Dr. He was the VP of regulatory affairs at Transcenta, where hesuccessfully led teams in completing multiple INDs/CTAs andmilestone submissions in the US and China.

During time at Inmagene Biopharmaceuticals, Dr. He was SVP,regulatory affairs and project management, where he founded and ledthe RA and PM team and achieved major development milestones(IND/CTA approval, authority meetings, study initiation, etc) inmultiple countries including the US, EU, Australia, and China.

Dr. He’s contributions extended beyond regulatory strategy,encompassing authority meetings, FDA advisory committee preparation,KOL communication, due diligence assessment, and project management.

Dr. He holds a Doctor of Medicine (M.D.) from Peking Union Medical College, a Master of Public Health (M.P.H.) from Harvard University T.H. Chan School of Public Health, and undergraduate in premed from Peking University School of Life Sciences.

Prior to joining Rxilient, Chelsea served as financial consultant at Legend Capital with the roles of financial risk assessment on investment targets and post-investment financial management support to portfolio companies.

Before that, Chelsea worked as senior manager at PwC, advising more than 20 companies on their transactions ranging from minority investments to mergers and acquisitions. During her career in PwC, she also performed audit for companies listed on Nasdaq.

Chelsea is a licensed CICPA. She received a master’s degree in Chemistry from University of Western Ontario, and a bachelor’s degree in Chemistry from Nankai University.

Background includes positions in financial advisory, investor relations, and consulting at Rayo Advisors, TPP Healthcare, Amgen, Yifan Pharma, and Gloria Pharma.

Holds a bachelor’s degree in Pharmaceutics from China Pharmaceutical University, a PhD in Pharmaceutical Sciences from the University of the Pacific, and an MBA from San Jose State University.

Supported Commercial operations in Mainland China, Taiwan, and Hong Kong at Astellas China, oversee Sales Force Effectiveness, Digital Operations, and Sales Learning & Development for Immunology and Oncology products.

Managed Portfolio and Strategy Planning at Ferring Pharmaceutical China where Wynstan was responsible for portfolio management, business strategy, and strategic workforce planning. Prior to this, Wynstan led the Business Analysts and Market Research team for Janssen Pharmaceutical China and served as Head of Business Unit at Janssen Pharmaceutical Hong Kong.

Holds a BSc in Microbiology, a Master of Philosophy in Cellular Pathology, and a Master of Social Science in Counselling.

Extensive expertise in regulatory affairs, including IND/CTA and NDA/BLA/MAA submissions, clinical development, CMC, and lifecycle management, across the United States, Europe, China, and the Asia-Pacific region.

Served as Vice President of Global Regulatory Affairs at Jiangsu Hengrui Pharmaceuticals, one of China's leading pharmaceutical companies, where she led global regulatory team and achieved the company's first U.S. BLA and NDA applications, as well as numerous INDs and US FDA expedited program designations. Previously, she held senior regulatory leadership positions at Bayer, Novo Nordisk, and A*STAR Singapore, leading both regional and global regulatory organizations.

Successfully contributed the development and registration of biologics, small-molecule drugs, and medical devices across multiple therapeutic areas, including diabetes, cardiovascular diseases, infectious diseases, and oncology.

Led regulatory interactions and negotiations with major health authorities, including the U.S. FDA, EMA, China NMPA, Singapore HSA, and other regulatory agencies across Europe and Asia-Pacific, achieving numerous successful regulatory milestones and health authority engagements.

Over 10 years of extensive legal experiences in cross-border transactions.During his Journey at Country Garden Dr. Zhang act as head of legal in regional company, successfully structured the team from 0 to 1 and was leading in the acquiring various projects.

Dr. Zhang was Senior Associate in ZHONG LUN Law firm (Beijing) and lead many challenging oversea investment projects mainly M&A and Mining investment projects.

Dr. Zhang was acting as head oversea legal head including compliance matters during his role in a top multi-national developer, and is experience in legal management involving cross culture communications.

Dynamic leader with extensive experience of 40 years in the pharmaceutical industry in the Middle East, GCC, and Africa.

Expertise lies in establishing businesses, finding the right partners, and successfully expanding operations.

Pursued a diverse set of qualifications and he is a pharmacist holds a Diploma in Management from the United Kingdom. Complementing this, he earned a Diploma in Human Resources from the American University in Cairo (AUC) and a Diploma in Organizational Leadership from Lausanne, Switzerland.

Anny Lau brings three decades of pharmaceutical industry experience to her role as General Manager for Hong Kong and Macau, with a track record spanning commercial leadership, business transformation, and market development across Hong Kong, Macau, and Taiwan.

Before joining Rxilient, Anny held senior leadership positions at several leading multinational pharmaceutical companies, including Bristol Myers Squibb, Mundipharma, and Roche, where she managed diverse portfolios across a range of therapeutic areas. As Country Lead at BMS and Mundipharma, she drove sustained business growth, strengthened organizational capability, and laid the groundwork for long-term commercial success.

Anny is widely recognized for building high-performing teams, delivering successful product launches, and securing market access and reimbursement outcomes, underpinned by a leadership style rooted in integrity, collaboration, and continuous development.

She holds an MBA from the University of South Australia and a Bachelor of Science from The University of Hong Kong, and brings a leadership philosophy that pairs strategic vision with a genuine commitment to talent development and patient impact.

Nick Lee is a pharmaceutical executive with over 30 years of experience in the pharmaceutical industry across Taiwan, China, Hong Kong, Macau and APAC region. He has held senior leadership positions at Rxilient Medical, Ipsen, SOTIO, Sanofi and Bristol Myers Squibb, with extensive experience in general management, business development, commercialization, market access, product launches, portfolio strategy and organizational development.

His industry expertise covers oncology, rare diseases, neuroscience, specialty care and innovative pharmaceutical products. Nick has successfully built and transformed pharmaceutical organizations, led business expansion and product launches, and developed high-performing teams across the Asia-Pacific region.

Nick holds a Bachelor of Science degree in Pharmacy from China Medical University and a Bachelor of Law from National Taiwan University.

Frances Angela Cruz is a seasoned healthcare and pharmaceutical leader with more than 25 years of sales and marketing experience, including 22 years in people management, two years in regional marketing, and 12 years in country leadership roles.

Her career spans strategic marketing, business planning and transformation, and commercial excellence, with particular depth in Dermatology, Nephrology, and Ophthalmology. Frances has built a reputation for developing high-performing teams and translating strategy into consistent commercial results.

As General Manager for the Philippines and Vietnam, Frances leads commercial strategy, P&L management, and market expansion across both markets, drawing on a career-long focus on sustainable, people-centered growth.

She holds a Bachelor of Arts in Political Science from the Ateneo de Manila University.

Pung Heng Kiong is a pharmaceutical commercial executive with more than 25 years of leadership experience and an established track record in Country P&L management, product life-cycle management, commercial effectiveness, and market access and business development.

His career has taken him across a broad regional footprint, including leadership roles spanning Hong Kong, Singapore, Vietnam, Indonesia, and Sri Lanka, giving him deep, first-hand insight into the commercial and regulatory dynamics of diverse Asian markets.

As General Manager for Malaysia and Indonesia, Pung brings in-depth portfolio expertise across Dermatology, Nephrology, and Critical Care, and a leadership approach grounded in operational discipline and market-building experience.

He holds a Bachelor of Science degree from University Putra Malaysia.
